Prediction of Success or Failure in Being Eventually Granted a High-Level Security Clearance by the U.S. Government

Every year, thousands of U.S. citizens are sponsored, either by their employing organization (which is performing work service for the U.S. Government) or directly by the U.S. Government (prior to being offered employment by the Government) for the usually lengthy investigation and adjudication process that takes place prior to being granted (or not being granted) a high-level security clearance status.   At the present time (i.e., in the years shortly following the 9/11 terrorist attack) it is not at all unusual for the investigation/adjudication process to take well over two years to complete prior to any final decision being reached.  For both the individual employee or employment applicant as well as the employing organization or the Government itself, a great deal of money, as well as other factors such as psychological stresses, personal inconvenience, etc., can rest upon the final decision to grant or not grant the required security clearance status.  In this type of life situation, to be able to predict whether the final security clearance granting decision will be one of success or failure would be a very valuable prognostication or prediction ability.

     The question then can be asked – are there any existing prediction or prognostication procedures, instruments, means or instruments available that can realistically and successfully be used to accurately predict success or failure in being eventually granted a high-level security clearance by the U.S. Government?  Other than perhaps resorting or the reading of tea leaves or relying on some fortune teller procedure, there exists only one procedure that is soundly based upon scientific logic, is objective, and produces predictions at a very accurate level.  This procedure, which has absolute no competitors at all, is a psychological testing instrument that is currently commercially available for use.  It is known as the Personnel Security Standards Psychological Questionnaire (PSSPQ) and was first initially developed in the late 1980s and has been the focus of a great deal of developmental research ever since.  It has been shown to possess very acceptable reliability of measurement and its empirical predictive validity is seen to be so high that a better than 95% prediction accuracy rate can be claimed.
