Born in Illinois and raised in Ohio, Dale came to Texas in 1964. There he graduated with a BA degree in Elementary Education from Southern Methodist University in 1968. He received a Master of Education degree in Early Childhood Education from the University of North Texas in 1974.

In 1968, Dale began teaching in the Dallas Independent School District as a 4th and 5th grade teacher. By 1971, he was compensatory reading specialist at C.F. Carr Elementary school. Then in 1973, he began teaching kindergarten and for a six-year period he had the "most exciting teaching experiences in his life". He was offered a position in DISD's Talented and Gifted program in 1979 which he accepted as a new challenge. For six years, he taught fourth, fifth, and sixth grades in a pull out program serving Stevens Park and Arcadia Park elementary schools. In addition, he served those parents and teachers with gifted training and in-service seminars.

In 1985, Dale went to Carrollton Farmers Branch ISD as one of five gifted specialists. There he served as gifted facilitator for Rosemeade, Farmers Branch, Las Colinas, and County Place elementary's. Students in third through sixth grades were served in a pull-out enrichment program while all grades K-6 were provided assistance with support and teaching materials. Again, parents and teachers were trained and curriculum was written to serve eligible students. In addition, KACE (kindergarten gifted) students as well as LEAP (grades 1=6 self-contained gifted) students were served. Dale has also worked extensively in the local and state Odyssey of the Mind and Future Problem solving projects. Training parents and teachers, as well as coaching teams, has given him a wide variety of experience in the many areas of gifted education.

At present, Dale is a published children's book author and lecturer who is providing consulting and professional storytelling services to Regional Education Service Centers, school districts, churches, hospitals, and libraries throughout the United States and Canada.
