Now that you have seen the situation as it existed in 1999 and proof that the Corporation proposing to contract to build the power plant is deceptive in it's claims relative to it's intentions as to where the water is coming from.
Now let's see what the impact will be when and if the contract is approved by the State Water Agency. The Alto Basin

I wrote to Richard K. Buell - California Energy Commission, and included all of my findings on the subject and his reply was that he would never approve the project without proof that an adequate water supply other than the SWP (California Aqueduct) Water was guaranteed.

After his meeting with the City of Victorville (Terry Caldwill) and the MWA (Mojave Water Agency) He approved the Project! hmmmm.
Remember: "Both the VVWD (1998) and the City of Victorville (Roberts 1998) indicated to the MWA that they will serve as an independent source of water for the project when imported water is not available." I do not believe that under state law they were not authorized to bargain away our future water supply.

If somehow they were considering future availability of Colorado River water, the following Supreme Court ruling could effect that availability.

If somehow they are thinking that there is no limit on their share of the Mojave River Basin water, they are dead wrong! The issue isn't just the water table. The folks living in the Tri-Communities of Phelan, Wrightwood & Pinon Hills are not dependent on the Mojave River water, but they are dependent on a limited supply of well water.

Recently they have divorced themselves from San Bernardino County Zone L. water control and formed their own water district. This next part is dedicated to their short term planning and the BAD NEWS awaiting in 2015.

So now you know what short term planning has done to put California's future in jeapordy. I know that all this in-depth examination and description of the problem is the easy part. The solution is a different matter, but I wouldn't be The Hermit if I didn't solve the problem for you. I can give you the long term solution, but the people have to take action to bring about the activity required to make it happen. There are three practical methods to achive the solution to:
become energy independent while ending our foolish waste of our precious water supply.
