As far as most psychologists are concerned, just about the only 'open' descriptive literature regarding behavioral science research conducted on the general subject of traitorous U.S. citizen spies, has been that published in a number of journals by the author of the present report. Stone (1991) acknowledged a number of years ago that a Department of Defense organization, known as the Defense Personnel Security Research and Eduction Center (also known as PERSEREC) had sponsored the creation of a U.S. Spy database and conducted a statistical analysis of same. However their analytic techniques were mainly limited to the calculation of percentages and the like. In fact, using a Freedom of Information Act request, back in 1990 , Stone obtained a copy of the then existing PERSEREC US traitorous spy data base and subsequently incorporated some of this governmentally collected information into his own and much more complete U.S. spy database. For example, when Stone received a copy of the PERSEREC database, it contained only 117 cases involving approximately 35 informational variables (that could be quantified for numerical statistical analyses), whereas Stone's spy database, at about that same time, contained 184 cases and involved 68 numerically-scored informational variables (see Stone, 1991). PERSEREC did finally report their research findings in what can be considered as obscure governmental reports that can be easily believed have been read by very few psychologists and associated behavioral scientists during the past couple decades. It can be easily believed that just about all of PERSEREC's results/interpretations can be safely expected to have been 'consumed' by personnel in a just few selected governmental organizations. During this same time frame, there has been another research investigation completed that also focused upon matters similar to those pursued by both Stone and by PERSEREC.
This third research endeavor was, like PERSEREC, conducted by the U.S. Government and utilized research personnel from several agencies, bureaus, and the like. Few, outside of fairly high-level personnel in these governmental organizations, have ever been aware of this particular research project as, until recently, its existence has been classified and therefore not in the public eye. This governmental research project was entitled as Project Slammer. In the past couple of years, when Project Slammer was Googled, only a couple mentions were seen, none that at all accurately described the direction of the project. In September of 2006, the author of the present report, again Googled the name, Project Slammer, and this time found dozens of mentions of this term. However, almost all either contained total misinformation or else were at least a couple of years old and described extremely limited information that had been developed than several years before.
It was almost two decades ago when Stone first heard the words, Project Slammer, as he was then one of the government employed psychologists who made up the early group who were making initial plans for the project. However, not long after Project Slammer was started, Stone was reassigned/retasked (i.e., given the title of Chief Research Psychologist by his then employing agency), such gave him a whole new set of research functions and directions, all quite different from those associated with the then beginnings of Project Slammer. Shortly following his retirement from federal service, now almost ten years ago, he made a Freedom of Information Act request on governmental information associated with Project Slammer. Interestingly enough, it was not until May 2006 until he finally received some (actually a fairly small portion) of what he had requested, almost a decade earlier. Apparently, part of this delay had to do with the fact that, a goodly part of the focused upon Project Slammer documents, at least those that were finally given to Stone, were not declassified until early mid-2004. Interestingly enough, on a couple of the Project Slammer documents that were released, based upon the long-before submitted Freedom of Information Act request, there were written indications that for some of the finally released documents, the Government intended not not declassify them until 2029(!). The logic of this latter matter would seem difficult to explain.
The two-page cover letter that accompanied the released documents was from the Federal Bureau of Investigation (FBI). It was recalled, by the requester of these Project Slammer documents, that the original FOIA request was, because of then Government provided information, originally sent to the Central Intelligence Agency (CIA). The FBI cover letter, from their Records Management Division, indicated that an apparent large number of deletions (and it is believed – omissions) were done and, to their credit, they provided the bases for the exemptions. EXPLANATION OF EXEMPTIONS
SUBSECTIONS OF TITLE 5, UNITED STATES CODE, SECTION 552
(b) (1) (A) specifically authorized under criteria established by an Executive order to be kept secret in the interest of national defense
or foreign policy and (B) are in fact properly classified pursuant to such Executive order;
(b) (2) related solely to the internal personnel rules and practices of an agency.
(b) (3) specifically exempted from disclosure by statute (other than section 552b of this title), provided that such statute (A) requires that
the matters be withheld from the public in such a manner as to leave no discretion on the issue, or (B) establishes particular criteria for
withholding or refers to particular types of matters to be withheld;
(b) (4) trade secrets and commercial or financial information obtained from a person and privileged or confidential;
(b) (5) inter-agency or Intra-agency memorandums or letters which would not be available by law to a party other than an agency in litigation

As can be detected from reading the above two copied pages, from the FBI, an interesting passage of copied Project Slammer documents, from the CIA to the FBI, apparently took place in order that that the FBI be the governmental organization that 'delivered' the requested information to the requester. Why this transfer of documents was accomplished - who knows? Some of the explanations regarding why certain information was not included in the documents given seem to not make much sense. It was wondered by the writer of the current presentation, who is the Editor of the Psychology of Espionage Reports, as to what part of the collection of Freedom of Information Act released Project Slammer documents to present first. It was decided to do so in the apparent order of Project Slammer documents released to the requester of this printed government. A somewhat lengthy (i.e., eight triple-columned pages) and quite complete Executive Summary was the first presented section in the obtained Project Slammer documentation. In governmental reports, it is normal for a section entitled as the Executive Summary to be at the beginning of the report.
[It should be noted that the Project Slammer documents, when digit scanned, presented some serious reproduction problems. Due to the triple columns format, along with a number of irregular formatting intrusions, optical character recognition (OCR) type results were so over-laden with errors and confusion, that additional corrective attempts were attempted but generally seemed to end with unsatisfactory results. As a result of this, the eight Executive Summary pages were copied simply as photographs. The only problem with this solution to the scanning difficulties is that large photographs,when down-loaded or up-loaded by computers, sometimes require a good deal more time than do simple text pages. For those readers of this presentation who are employing fast computing equipment, along with rapid data transmission to and from the Internet and printers, they should experience no significant problems.
However, to those readers with lesser quick computer equipment, please have patience for down- or up-loading matters, involving the mentioned eight photographic pages, it is quite possible that such might take more time than you normally might or should expect. - Sorry -
