Harrold Carswell When Richard Nixon moved into the White House in 1969, he decided to put a Southerner on the Supreme Court. However, the Senate rejected his first choice, Clement Haynsworth, because of his civil rights record. So Nixon turned to Harrold Carswell, a federal appeals court judge in Florida. But the Senate wasn't impressed with him, either. Many thought he was too average. This prompted Nebraska Senator Roman Hruska to rise to Harrold's defense. "Even if he is mediocre, there are a lot of mediocre judges and people and lawyers. They are entitled to a little representation, aren't they. . . ?" But the Senate apparently decided that Roman was also mediocre, so they voted Harrold down. Six years later, Harrold made headlines again. In June 1976, he was arrested for making sexual advances on an undercover officer in a men's room at a Tallahassee shopping mall. Four months later, authorities dropped the charge of attempting a lewd and lascivious act. He was convicted of battery, which Florida law defines as illegal touching. |
